Location?

[Oak Meadows Ranch is situated in the beautiful Four Mile Creek Valley, approximately 4.6 miles up the Four Mile Road from Glenwood Springs, five miles from the Sunlight Ski Area. It's surrounded by public lands under management of the U.S. Forest Service and the Bureau of Land Management.]

Home Owner's Association?

The Oak Meadows Homeowner's Association (OMHA) is a non-profit corporation. all lot owners within the subdivision are members.

  1. General Homeowners Association Dues: $23 per month
    This includes  common area maintenance and beautification.
  2. Road maintenance and snowplowing assessments are determined by the homeowners in each area sharing a common road. The homeowners association collects and disperses this assessment according to each area's instructions.

Water and Sewer?

Oak Meadows Ranch is served by a central water and sewer system. These utilities are operated by a non-profit corporation , that is separate from the homeowner's association, named "Oak Meadows Service Company" (OMSCO). These utilities  comply with all state and federal requirements. Follow this link to access recent OMSCO board meeting minutes  and other announcements.

    WATER

 The Water supply comes from three wells, drilled into two aquifers.
 There is 200,000 gallons of water storage in divided between one 150,000 gallon tank and two 25,000 gallon tanks
 Water from two of the wells is filtered to remove iron, the third well is in a different aquifer and does not need to be filtered.  A copy of the 2004 Consumer Confidence Report may be viewed at this link.

    SEWER

  Oak Meadows Ranch is served by a new "state of the art" wastewater treatment plant that meets or exceeds all applicable federal and state effluent standards.
 

    RATES

The Water Base Rate is $44.00 monthly.
In addition, water usage is metered and progressively charged according to this rate schedule:

The Sewer Rate is $49.00 per month.

    Standby Fees

Vacant lots pay a "Standby Fee". The Standby Fee isa monthly charge that is 1/2 the current water and sewer rate. It covers OMSCO's cost to maintain usable service lines to the lot even though those lines are not being used. The Standby rate reverts to the full rate at the time a building permit is filed on the lot. Once activated to the full rate, lots are not allowed to revert back to the Standby rate, even though the lot may be vacant.

Tap Fees

There is a $6,500 tap fee that is due upon obtaining a county building permit, or one year from the date of closing, whichever is sooner. A water meter is included with this fee. This meter contains a radio transmitter that is compatible with OMSCO's meter reading equipment. Subsequent meters may be purchased from OMSCO, at cost.

 Account Transfer Fee

 A $25 fee charged whenever a property is sold and the account is transferred from one owner to another. OMSCO bills property owners only, either directly or through their property managers.  Accounts for renters are not allowed.

Broken Meter Fee

 All OMSCO Customers are required to maintain a working water meter that is accessible to a meter reader. If  the meter is broken or becomes inaccessible then a "Broken Meter Fee" is charged. This fee starts at $15 and then doubles each billing period that the meter remains broken or inaccessible.

Delinquent Accounts

  OMSCO Customers with balances older than 60 days will receive a "30 day disconnect notice". If the balance is still not fully paid after 30 days, or the customer has not contacted OMSCO to arrange a payment schedule, then the water will be disconnected.  Base water and sewer charges and late charges will continue to accrue to the account during the time it is disconnected. A $200 "Reconnect charge", plus a $75 "Administrative Charge" and all outstanding balances will need to be paid in full before the water is reconnected. All balances older than 60 days will be assessed a 2% per month late charge.

Trash removal is arranged for and paid by each homeowner individually. Snow plowing and commons area maintenance are arranged through the Oak Meadows Homeowners Association.

Other Assessments?

Garfield County charges a "Road Impact Fee" of $1,918.79 upon issuance of a Garfield County Building Permit.

The roads are paved with a "chip seal" process.

Fire Protection?

Hydrants are installed throughout the subdivision. Fire flow testing by the Glenwood Springs Fire Department demonstrated flows of 1500 g.p.m.  at 20psi which complies with applicable standards. A new fire station, near the start of Four Mile Road, has greatly reduced emergency response time to the area.

Storage?

Oak Meadows Ranch includes a storage area for RV's boats and trailers. Space in the his area is rented from the Oak Meadows Homeowners Association.  The current storage area is near the North entrance to the subdivision, close to the wastewater treatment facility and is hidden from most of the subdivision.

Architectural Control?

The Architectural Control Committee (ACC) reviews plans to assure they are suitable to the setting and style of the sub division, and for compliance with the covenants, rules and regulations.

Oak Meadows Ranch does NOT ALLOW LOG HOMES, MODULARS, A-FRAMES and TRAILERS.

Fireplaces?

Oak Meadows Ranch allows gas fireplaces but does not allow wood burning fireplaces.

Pets?

Oak Meadows Ranch allows pets with these restrictions; only one one dog per household; pets are not allowed to roam freely throughout the subdivision and must always be under the owners control. Fences, to control pets, are allowed but their design is subject to Architectural Control Committee review.

ADU?

Oak Meadows does not allow attached or detached Additional Dwelling Units (ADU's).
